lucario's tools? is it available?

i was checking a server and it had the lucario's tools addon i really liked it i did'nt find it any ware, i want to ask if there's a download or anything.

So the message in the chat says that the addon was made "by Lugent" which is indeed an user here, but the closest thing I could get to anything multiplayer related is his menu system addon:
