Lock/hide characters?

Working on a Ring Racers mod and want to make a modded character "locked" - i.e. invisible and unselectable on the roster, like every unmodded racer except the initial 9 are when you first boot up the game. How would I go about this?

Attempting to look through the gitlab but have no clue where the character select screen code is
