Is it possible for someone to join my server locally since I can't find a way to host on the Master Server.

And yes I have forwarded my port, it just doesn't show up.

You can always have them join privately by IP.

EDIT: Also, if you forwarded your ports and still can't host, try getting rid of SRB2 in the ports list and redo the process. I've tried it before when I had the same problem, and it worked.

Which IP would I need to use, the modem's IP or the computer I'm currently using's IP?

Your computer's IP should work.
