No, it's not true.

The only way there was such thing as lightdash shoes is by having a character have shoes that look like lightdash shoes and put in their S_SKIN,

lightdash = 1

Or they type lightdash on in console.

Other than that, there is no such thing as lightdash shoes in SRB2.

In the SA2 mod you can get them, though it's just writing.

You don't "get" them. You started off with them. They could have made the area activate lightdash though...
