LAN Hosting for SRB2 v2.2.13

Does anybody know how to host a local SRB2 game for this version? I know it has something to do with an IP address, but whatever i do, my game isn't joinable. I have given my brother my IP so we can join each other, but it never works. I've even tried changing my IP to a static IP, but that didn't work either. I tried it with and without addons installed, too. Posts I've seen about this same topic are about 10 years old, so I'm not sure if those methods are outdated or not.
If anyone can help me, or at least tell me what I'm doing wrong, please do.

First off, you're on the same Wi-Fi connection right? That's the first required step. Second, have you tried giving your brother both your local IP and your public IP to try separately? Your local IP can be found by running the "ipconfig" command in Command Prompt, while your public IP can be found here. Finally, to run "maxsend max", simply open the console with the ~ key.

Sorry for the huge gap for this reply.

I tried the website and it says:
Port xxxx is unreachable
Reason: Connection timeout (Resource temporarily unavailable)

is the port number important?
