Lag has to do with your internet connection. Wads don't have anything to do with it.

You are absolutely right, they have NOTHING incommon! Why I hate it when people think wad files have very much to do with wads!

If your framerate is dropping, something is bottlenecking the performance of the game. Most computers nowadays will play SRB2 perfectly fine. If you're getting control lag and latency issues, your internet connection is to blame.
