Kart making help.

So I want to make a SRB2 Kart Character, but I don't know how to, is there like a base mod anywhere that has Sonic's sprites and default sprites, like the one for Vanilla SRB2. I don't know how to align the S_SKIN, and sprites (when i asked on how to make the SRB2K S_SKIN, i got the VSRB2 S_SKIn instead) so when i use the base, i can know
