SRB2 is its own game and program. It is not for any system(except maybe dreamcast, but that was a port). In no way is SRB2 a rom.

SRB2 is a fangame. It was modded from Doom Legacy by SSNTails and Sonikku. It therefore cannot be a ROM, Since ROMs are exact replicas of games to be played on a computer.

Plus it's too good to be a ROM of any of Sonic Team's more recent games.
