Is SRB1 Modding possible?

I had this idea in my head a few months ago. However, I'm not sure if SRB1 modding is possible. What do you think?

it is. you need the games factory, or multimedia fusion, or clickteam fusion. then choose open (ctrl+o) and choose srb13f.gam
