Is Metal Sonic able to pass through laser barriers while in dash mode, or is it a bug?

Title, but I want to know why some other laser barriers function differently in BCZ 1.

Yeah no, I've had that happened before, but not really with just Metal. Sometimes Sonic will roll under a laser (I think) and it looks like he goes through it. It could be a visual glitch, that's all. And, no, I don't believe Metal has the ability to go through lasers in Dash Mode.
 
This is due to how the game tracks player position. With thin barriers like this one, if you're going fast enough, the game will only see you as being on one side of the barrier on a given 'tic' (a term for how the game's logic runs, 35 tics a second), and then the other on the next, letting you go through it unharmed.
 
To explain the above better, you move a certain amount of fracunits (a unit of measurement in Doom) every tic and when the amount of fracunits you're moving is higher than how many fracunits thick the laser is, you'll fundamentally go through it. This is also why we used to need thok barriers in maps, since when Sonic thoks, he reaches similarly higher speeds and passes through plain walls.

I also probably explained that horribly. Sorry if I did. Was worth a shot anyway.

Yeah, it just depends on how fast you're going, sometimes it doesn't hurt you because how fast you were going.

The rest of your post is correct but this bit isn't. Thok barriers mostly just regulate skies nowadays, Sonic passing through the edge of the map without them was patched a long time ago.
