Is it possible to edit downloaded addons for personal use?

Hello! Now that I've got some free time in my schedule after college, I'd like to properly sit down and teach myself how to make 3d models for characters for ring racers. I dabbled with the process in the past, but got too busy. 2d perspective scares me a bit if I'm being honest, so I'm gonna stick to making 3d models of existing addons as I learn the basics of blender. I have all the resources I believe I need to get started, but as a big fan of the game, I figured I might be able to use that love of the game to motivate myself. Specifically, by filling up some empty slots in my roster.

For context, I set my game to boot with addons that add characters and stages which feel like they could be a sort of "dlc" to the base game. Addons that exclusively contain content with direct ties to the sonic series in one way or another. While I love the chaos of inviting friends over and enabling every addon I have downloaded, I also really enjoy the authenticity of having a hand-picked base roster of 3d sega-adjacent characters for my personal save.

All of that is to say, my question is this: is it possible to tweak a downloaded .pk3 or .wad? And by tweaked, I mean to either change the stats of a character, or to remove certain characters from a pack? I'm currently making my way through collecting all the emeralds in gear 3 on my personal save, and I think it would be a huge motivation boost for learning blender if I could immediately add a character to my roster upon finalizing a 3d model in blender; without inadvertently adding additional sprite-exclusive characters to the CPU pool and character select (Especially since I'm a complete novice, and the process of creating a single character is bound to feel like a herculean task from what I know). I also have no idea how using addons online works, and have no intent of using these modified files online even if I do learn this, so these files would never be distributed.

Again, this is for personal use and motivation purposes. I don't ask this with the intent of undermining or defacing the work of the incredible artists who have spent hours creating intricate racer packs. On the contrary, I am asking this with the intention of motivating myself to add model support to these incredible existing works.
 
Yes, it is possible to do this using slade but you cannot release it to the public without the mod creators permission.

Quick note, "releasing to the public" is meant in basically every way:
18. No plagiarism. If a release is not marked as reusable, you MUST get permission from the original author before posting about modifications of their work, and give credit. This includes unofficial ports, files themselves, and also screenshots of the modifcation.
Considering the broad wording ("before posting about", I assume the last line is to clarify), recordings of them are likely under the same ruleset - So you'd have to genuinely keep that alteration completely to yourself.
