In fullscreen software mode, the screen will flicker white intermittently or rapidly in random succession, in any game mode, with any character - even on the title screen - about every second or so. Usually, only parts of the screen flash white, and it almost looks like vertical screen tearing.
Unfortunately, I could not capture this in .gif format, as the error does not appear there, and attempting to record video on-screen does not work. The flashing does not occur in windowed software, fullscreen OpenGL, or windowed OpenGL.
The flashing occurs at any video resolution, vsync on and off, clear every frame on and off. Draw distances have no effect on the flashing. Brightness does not effect flashing.
Attempted fixes: Restart computer. Delete game profiles, settings and data. Delete all game files and reinstall.

EDIT: Forgot to mention - I did some manual fiddling with some on / off options in the config.cfg, but it has no effect either way.
