Interested in creating wisps for Sonic in SRB2

Yes I do know that there's a mod (idk if it's wip or not) and other related mods, but I wanna know that If it is possible for me to give a shot at creating usable wisp powers for Sonic (SRB2 default) (I haven't decided if I'm creating a custom character or not instead) If that's a no, I'm completely ok.

P.s I'm new in Srb2 Message Board, so I haven't explored the deep ends yet. Also this is only to get your opinion, I haven't decided on even creating yet.
