I'm changing the colors in multiplayer mode of my new WAD Character (No, he's not done) and there's one shade of the color that doesn't change. I want to know how to add more colors that are able to change.

Make sure that color that doesn't change is in the palette. That's all I can say.

That's not what I'm saying. I'm saying that the outline is dark blue, how do I make that color-changeable too?

Change the outline to the darkest shade of green.

Look in the "Character WAD" article. Startcolor defines which shades can be changed with different colors.
