Whenever I start a new hosted game no one else can see it on the roster,
and yes I press advertise on internet.

Make sure your router/firewall is configured to allow traffic on UDP 5029 to reach your computer: follow this link for instructions.

You must port forward UDP port 5029 through your router setup to send it to your pc's local ip. FInd this by clicking on the icon for the network on the system tray, go to support, then it'll have your ip.
