I need help with IP joining

Okay when I try to join a server via IP he wont contact the server.
I tried to copy/paste it,typing it, I tried to shut down the firewall.
none of them worked.

maybe you guys can help me out.

The only thing I can say is that Join by I.P. sucks.

I'd like help on this subject too, actually.
