But one more thing how I make a Lua if I make a make for Android I know how to make a mod in android

I would heavily recommend you to use a computer to develop mods for SRB2, as SLADE (a tool for Doom modding) is only available for desktop OSes.
Making mods in Android can and will get annoying due to the lack of dedicated tools for it.

If you still want to go through for some reason, well...
Lua scripts are simply text files. Just make a text file, write your script, save it, then import it into a pk3 at the proper folder path.
