MS Paint these days is decent for the purpose of learning about basic image creation, but if you would like something more advanced for future work, then perhaps give the GIMP a shot (it is FOSS just like SRB2).

Free - you don't pay anything, there are no catches and no paid tiers to speak of
Open Source - the sourcecode is freely available, meaning the software is a global project made by dozens or even hundreds of passionate individuals (either being paid via donations or in their free time). Anyone can write a patch for possible inclusion in the next official release.
