Is this a joke or something? I've been trying to upload myself a new avatar, but everytime I try it says "Sorry, user registration temporarily disabled. Try again later."

All of us. An error occured when SSN was changing the site so yes, user registration is temporarily disabled.

Yeah. I think it has to do with Ash or something? Am I right? Either way I don't know the full story so your gonna have to ask SSN directly.
