Socedit itself can only use what is already within the source-code of SRB2. If you want to make the levels have your own music, you have to create a wad and use a wad-editor.

They mean the rules state "use decent grammar" (periods, commas, and things like that).
As for the music wad it's easy to make just load the music (for best results put it in ogg format) into your wad editor, and rename it to with the same name as the file you want to replace it with.

Meh, its only really needed when its not the ending of your post. When its the ending, you don't need to use it, although it gets seen as good grammar if you do do it. Personally, I don't really think its super important.
