As far as I'm aware, the game is hard coded to pair you against the rival of the character you are playing as in the rival battle stages. For example, if you spawned into a Tails vs Eggman fight as Sonic, Shadow would be your opponent. It's pretty easy to toy around with this using mods on the Steam version.
