"x characters" would be modded characters

In any case, you should be able to do that with the Characters header in a SOC lump.

Such as a level pack based on Sonic Unleashed where only Modern Sonic and Werehog are available to play as or a Kirby level pack where you can only play as Kirby characters

Fang And The Mystery Manor is an example of this, if i remember correctly, only Fang and Bean are gonna be playable
