How would I go about converting WAV files to OGG files?

Either that, or just recording sounds as OGG files. Because I want to add sounds for my Virt wad (with a no-sound version, of course), but I can only save sound files as WAV files.

Audacity is a good program to use for most type of audio-editing, though it should work well enough for what you need. Simply load the .wav file and then export it as a .ogg
