SLADE is the most popular wad editor, and it also allows you to write SOCs and Lua scripts directly into your wads. It's the most convenient option for that reason (since all wad related data is edited in the same place), but if you can't use SLADE then honestly any old text editor will work. You can import such files into your wad editor of choice. To learn how to actually create and code SOCs, refer to the wiki. It's your best friend regarding anything to do with editing SRB2.
