How to make a music wad?

I remember seeing someone talk about how they made a music wad. I want to know how to make one.

Couldn't you technically release them if you included them in a level wad??

Then that isn't a music wad. The music is being used for a level pack which is fine. You should stay away from using copyrighted music in the level pack though.
