You can take a look at the SRB2Wiki's Editing category. It contains information about how to modify the game.
You can also make any question about modding at SRB2'S Discord server, there are a lot of users that would like to help.

Btw, you maybe will need a lump editor. I would strongly recommend SLADE, it's a DOOM editor, but SRB2 was made of from DOOM so feel free to use it.
