If you still questioning, then you just don't understand how SOC works.
Cutscene and MainCfg are completely separate blocks. You can put them both in any SOC file named/located properly though (e.g. SOC_CUTS in a WAD or Cutscenes.soc in the SOC folder in a PK3)
