I don't make SRB2 music, but my method of making mp3s and oggs is similar to the other dudes'.
I make MIDIs with Cubasis VST4 - might be outdated, I got it a pretty long time ago. Due to lack of working mid2ogg converters on my computer, I record my midis via Sound Recorder, and convert the wave to an mp3/ogg by means of some other program. Despite what you would think of recording it through Sound Recorder, the result is near flawless. Still, I should look into GoldWave sometime, because my method is more tedious. :P
On most computers, that probably doesn't sound like a midi at all. That's because the MIDI synthesizer I use is Yamaha XG (same as Arrow's, if I'm not mistaken) rather than MSGS. SXG50 = win
