How do you make the srb2 character select screen artstyle?

I mainly just want to know how to make the pixelated look that it has, because I can't find anything related on how to make it

I'd just use the SRB2 artstyle guide to draw it normally, and then resize it to a certain pixel size.

The pixelated look actually comes from the smaller size of the CSS art. SRB2 automatically "resizes" it, that's why it looks that way.
