How do you import textures into a level wad?

This has been answered before in these forums. You should use the search button for the answer. I would recommend finding how to import textures using SlumpED, since it is easier to use that for textures then XWE.

SlumpED is basically a sistership of XWE. Except some things are tweaked/Different. XWE is much easier to use.

Go to Entry in XWE, go to load, find your texture file, and you should be done. The texture is loaded.
