How do I make custom title screens?

So I'm barely experienced with srb2 modding and I've always wondered how to make a title screen for my mod

Well I Can At Least Help With The Background Of The Title Screen, The Map Itself Is 99, And The Spinning Camera Is Directly Tied To A Player 1 Spawn "Thing", Or The Very Middle Of The Map If Their Isn't A Player 1 Spawn.
