Can't be done, all servers expire from the MS sooner or later.

by using masterclient, the admin program for the masterserver

only someone with masterclient, along with the passkey for the masterserver, MC can login and add permanent server items into the list, unlike the temporary ones, permanent ones don't expire off the list, and can only be removed by MC, it can also remove temporary servers off the list

Permanent servers are normally used for dedicated servers, SRB2 games hosted contstantly without coming offline.

Uh... then how can you join servers that are hidden? Because if you type LISTSERV I saw some servers hidden and you can't join them.
