You need to use a blender addon called RtCW/ET. It's download is at https://mino-git.github.io/rtcw-wet-blender-model-tools/downloads.html
And most likely a 3d animating program. I don't know if there's any md3 animating programs, but there might be one.
After you've done your good work of model n stuff in blender, you can always drag the arrow close to the object list and then click on RtCW/ET, then export it as a md3. That's all i know
