I don't know what you are talking about in the rooms bit, but to talk, press the talk button. It should be T.

I think he means like how some MMORPGs have "rooms". If you want to know how to change to a different level, then type map mapXX (xx replaced with 1-9=scr, 80-89=ctf, 90-99=match) in the console.
