What do I need to do to be able to use handicaps? Everytime I try, it says I havn't earned this yet.

What, you mean secrets? You need to beat the game once to unlock the secrets menu, then look in the unlocked list to see what you need to do to unlock the other things.

It's not in the checklist. Once I heard that Red XVI will give it to you, but I thought he just gives you the hyper emerald and kill you for banging on his roof which somehow takes you to the Red Volcano Zone.
