There are no official tools for modding on mobile platforms, but some people have compiled information on the subject you might find useful here.

As for why something doesn't work on your PC, you're going to have to provide a more detailed description. What operating system were you running (Windows, Mac, Linux? What version?) What editor were you running? What were you trying to do in it? Did the editor crash? Did it give an error message? Or were you able to create an addon file, but it's not working as expected?
