Android (and to an extent if you magically make it run on it Iphone) phones have a different way to uhh... put simply

Phones use a filter when connecting to wifis
said filter is called proxy
this proxy negates any form of port forwarding because of the ways it protects itself


So even if you manage to port forward. Unless you made your phone yourself with a modified os that doesnt have said Proxy...You cannot.

Regardless of whether you do it on tablet or PC will involve messing with your router. It makes no difference, you cannot portforward on mobile data.

Not really what I meant but ok just meant that I wanted a sever on tablet/mobile and not accidentally ruining my router
