You make a fork of the source code and compile it. This is not something that you can do just by editing the game's files on your PC.

You don't use a program, you open up the SRB2 GitHub repository and start forking it from there: https://github.com/STJr/SRB2

This is not going to be easy, you're going to need to learn how to code.
