How do I animate 3d models?

I want to make a 3d model pack based on the sonic generation 3ds version but I'm having trouble trying to animate them (also classic sonic eyelids are clipping into his eyes and I need to learn how to fix it)

I've messed with this before for a Mania mod. Models should have something called an Armature assigned to them. An Armature are a collection of bones that are potentially the skeleton of the model that are used to pose the model in an animation. You'd have to learn how to rig your model with an Armature before you can do anything to animate them. If the model was ripped from the game, was there an Armature with it? I know you can download the model in Models Resource but it seems to be lacking it.

Well I didn't make the models, they are straight from sonic generations 3ds, but I did use maverick model 3d to convert them to md3 files.
Have you tried finding a animation tutorial for maverick model 3d, if not them use blender to animate your models

There was not an armature with the model, but how can I assign an Armature to the models?

J_Terminal has the answer for that:
I used a tutorial to create a rig for the character but when I follow the steps of the video it gives me an error message (I'm not that good at 3d modeling so I might of done something wrong but idk)

We all start somewhere, took me some time to understand it too. As for the issue, the heel bone is the bone that represents the back of the foot. It might have been disconnected from the rig or missing in general so check there
