Follow the directions in the wiki to add change that stuff. Open the console and type "Addfile >insert filename here<.wad" to add the level to the game.

I know how to add the WAD file to the game, I just need to add a new level to the level selection and all the other levels stay the same and the level I add will be after the 9th level. I need to know how to do that.
Those links explain the basic things you will need to get around in command prompt. You might need to know more then that to get lumpmod to work, so you may want to read the other pages.
I still think you should use XWE or SlumpED instead. You don't need to know how to use command prompt to use those programs. You don't need to be an administrator on your computer to run SlumpED.
