how come the flight ability works on a timer?

i was reading the wiki a while back and found out tails has a set amount of time for his flight (which can also be changed from what i understood?), but today i thought to myself "why doesn't the flight duration work on charges or something?". i mean, in my opinion it would make more sense to have a set amount of times you can press jump to fly before getting tired. so why does the flight duration work on a timer?

the classic games did it so srb2 did too.
xmomentum gives tails a set amount of times you can press jump tho

Yeah, xmomentum's take on flight duration makes more sense in my opinion, except for the fact that it's in bursts rather than sonething more consistent. i gotta learn how that works sometime in the future
