How can I enable cheats?

When I play on my server, I'm unable to enable cheats because I don't know how to! Please respond!

Also for your convienece, some of the commands cheats are required for:

Setrings: Gives everyone on the server a specified amount of rings
Example: [B]setrings 50[/B] sets everyones rings to 50.

Setlives: samething as setrings but with lives.

Itemrespawn: 1 makes items such as rings and monitors to respawn.
Itemrespawntime:How long for an item to respawn.
Example: Having itemrespawn set to 1 and itemrespawntime set to 5, rings and monitors will spawn every 5 seconds.
