How can i add 2d sprites to 3d models

I'm currently working on a Stunt Race FX mod for ring racers, and when I got to modeling the 4WD Truck, I wanted to add the tire and eye sprites that always face the camera to the model so that it can look just like how it did in the original game, but i don't know how to make a soc file or lua script to make it work
