Hacking a ROM is not an easy task.
You should find a guide on Google that explains you how to get started to hacking one, there are many of these guides on the internet.
You must have a quite good understanding of the hardware the game runs on, otherwise, at most you'll only manage to do a simple text hack.
Also, be sure to learn what binary and hexadecimal numbers are.
For hacking resources, s2beta, Acmlm's board, romhacking.net and Zophar (although Zophar is a bit outdated) are what I visit most. These are only a few, there are many more.
