Help with SayTo's

Quick Question: I wanted to know, is it possible as a server to read sayto's?
Someone told me that I could do that but I wanted to clarify it.

Don't think so, at least, not without hacking, they are meant to allow you to spam other player's message box without being kicked or banned by an annoyed server.

Don't think so, at least, not without hacking, they are meant to allow you to talk privately to other players about things you'd rather nobody else hear.
