It comes with srb2. Look in your srb2 folder.

You next question: I can't see it when I look using the browse button.

Click the browse button open you srb2 folder and type into the bar at the bottom srb2.srb then click open and there you go. I'm not sure if thats entirely right but hey, It works for me.

The file XWE is looking for is the IWAD, where all textures and models SRB2 uses are saved. As Yellow Blue Dude already said you'll find it in the folder, where you have installed SRB2. It is not that hard to find at all. ;)
