Help, my high voltage ring application doesn't want to work

i installed High Voltage Ring to make Ring Racers maps for myself but when i try to open it this error appears (sorry for the spanish, i the "No se pudo encontrar el archivo" it translates to: "Couldn't locate file")

Rename file HVRBuilder.default.cfg to UDBuilder.default.cfg at path C:\Program Files\High Voltage Ring .

oh and also, i do not find the pk3 file for the objects within the games folders, where do i find them or do i have to endure the 500 error messages the editor gives
