I see videos and they choose level select when they choose the stage and get 50 rings they go super. I beat the game and got all emralds but when I do that it doesn't turn super i need help. Also how do you get ultimate cheat?

The ultimate cheat does nothing, so it's a waste of time unlocking it.

You have to beat the game without using any cheats (OBJECTPLACE, NOCLIP, GOD, etc.)
