You can't make the sky itself scroll, but you can still simulate the effect by making Continuously Falling FOFs in the foreground of the level. This might not work well depending on the kind of level, though.

Ah yes, animated skies using repeated skychange linedefs. I remember seeing a test wad for that back in 1.09.4, though I can't for the life of me remember who made it; I'm surprised something like that wasn't used for SRB1remake's HPZ.
EDIT: Oh right, it was Nev3r who made that old test wad. Go figure.
