Can anyone send me in the right direction on creating custom sprites? I tried looking and couldn't find much on how to get started.

Well, I can’t really help you in terms of making sprites that look good, but mechanically, you can read up on all the information about custom sprites here; https://wiki.srb2.org/wiki/Custom_character_tutorial/Sprites (This is for character sprites, not sure if it’s exactly what you’re looking for, but the wiki most likely has a section dedicated to fit your needs.)

Does this also apply to Kart Sprites?

Well, I’ve never delved into mod making for Kart so I wouldn’t know, but I searched it up and; https://wiki.srb2.org/wiki/SRB2Kart/Character_WAD is the closest thing I could find for what you're looking for. I’m guessing that the same principles for character making (and therefore sprites) apply to Kart, just with the exceptions mentioned in the link above.
